Frances L. Carter, 89, of 64 N. Florida Street, Buckhannon, WV danced her way into the pearly gates of heaven on Tuesday, February 10, 2015, at St. Joseph’s Hospital in Buckhannon surrounded by her loved ones. Frances was born on May 15, 1925 in Buckhannon to James and Marjorie Watson Carter. A graduate of Victoria High School, she threw her energies into nurturing children and last worked for the Upshur County Emergency Squad. While her passion was volunteering at the Upshur County Emergency Squad, she also very much enjoyed her volunteer work at The Parish House, St. Joseph’s Hospital and the Upshur County Board of Education. A staple in the annual Strawberry Festival parades, Frances walked countless miles on the parade route as a themed banner carrier. Frances was a member of the First United Methodist Church of Buckhannon and a faithful member and officer of the Fraternal Order of Eagles #4357 of Buckhannon, serving most recently as the outside guard, but held various officer positions, including President. In addition, Frances was a longtime member of the St. Joseph’s Hospital Auxiliary. Frances is lovingly survived by her son, Steven H. Carter of Morgantown, WV; daughter, Mary Louise Carter of Washington, D.C.; sister, Flowretta Carter, with whom she made her home; special nephews, Jay-J and wife Janice Carter of Parkersburg, WV and Jerry D. Carter of Buckhannon; grandchildren, Stephanie Carter of Gaithersburg, MD and Scott Carter of Morgantown, Nicole Carter of Laurel, MD and Linnette, James and Marvella Carter all of Washington, D.C. She is also survived by great-grandchildren Lyric, Larrine and Zah’Cari Carter of Washington, D.C., Markeith Rector, Jr. also of Washington, D.C. and many nieces and nephews. A special thank you goes out to all of those that loved and cared for Frances, including Tammy, Tiny and Edith. She loved each of you dearly and uniquely. She was preceded in death by her parents; brothers, Lewis, Emerson, James, Frank and Ralph Carter and a sister, Gertrude Carter. Family and friends will be received at the Poling-St. Clair Funeral Home 95 South Kanawha Street, Buckhannon, WV 26201 on Friday, February 13, 2015 5-8 PM and again on Saturday, February 14, 2015 from 10 A.M. until the time of the funeral services at 11 AM, with the Rev. Billie Scott Mick and the Rev. Steven Meadows officiating. In lieu of flowers, contributions may be made to the First United Methodist Church of Buckhannon 52 S.
